Tour and Activity Planning
The National BSA has announced that effective May 10, 2012, what were currently known as local and national tour plans have been superseded by what is called the tour and activity plan. Tour planning is now an exclusively online process, controlled and approved by Chartered Organizations. The Tour and activity plan is NO LONGER approved by the local council, rather by the unit level leadership. The tour and activity plan is a process unit leaders use to PLAN quality programs and used, as a result of that planning, to minimize risk on Scouting activities.
The BSA’s definition of the Tour Plan: "Units complete this form when planning for local, national, or international adventure. The plan helps ensure the unit is properly prepared, that qualified and trained leadership is in place, and that the right equipment is available for the adventure."

In the event of
- A serious incident involving death of a participant, supporting leader or parent;
- In-patient hospitalization (notification is not required for an emergency room visit unless one of the other conditions exists);
- Loss of consciousness, and/or
- Surgical intervention beyond a simple fracture.
These must be reported to the council immediately after all emergency help has been secured. In the event of such an incident, contact either your District Executive, or the council representative at: 801-479-5460.
